1. Pre-assessment

The report that peer review plays a role to improve the manuscript quality and readability [41] supports the qualitative management effect of pre-assessment review. Quorum reviewers carry out a proper assessment on poor design, methodological flaws, internal inconsistencies, unbalanced citation, and distorted analyses during their peer-review process. J. Scott Armstrong says, “A peer reviewed manuscript before submission to the journal may be preferably considered in terms of the fact that ‘a favorably rated manuscript in pre-assessment review is a positive sign to dispel any concerns of the manuscript quality’” [14].

The existing peer review has been criticized for its ineffective function to detect errors. Filtering out trivial flaws, errors or mistakes is an indispensable process to guarantee the manuscript quality. In Quorum’s review, any errors in a manuscript can be identified by reviewers using the template, followed by cross identification of monitoring editors through re-review process.
